Germany agreed to sell the Ukraine295 Leopard 1 tanks. It would allow the Czechs to upgrade 60 Leopard iA1 to A5 standards and then provide another 60 Leopard Ia22 and allow then to again be upgraded to A5 standards and turned over to the Ukraine. Eventually 120 Leopard iA3 would be removed from German army stock and replaced with new Leopard 1A6 and these tank would be turned over to the Czechs for upgrades to A5.
 
The Ukrainian Army was with help from Germany and Austria and the Czechs was rebuilding its military. The Leopard I tanks would be a massive improvement from the obsolete tanks. The Ukrainians had also managed to copy some of the Russian Apcs. More equipment had flowed into the country's hands when the Western Allies had intervened.
 
The Social Democrat Party in Germany moved legislation that would require the Government of the Ukraine to pay the full cost of weapons given to that country by Germany. Currently the German Government was discounting the tanks sold to the Ukraine by nearly 50%. The Czechs were upgrading the tanks so that they matched the A5 standards.
 
The Social Democrats were hopeful that they would win the next election and change the direction of the nation. The Kaiser was silent due to an illness but the Chancellor was not blind to the fact that there was grumbling in the nation regarding taxes and spending. The Chancellor met with the cabinet and revised aid for the Ukraine. The tanks would cost the Ukraine a little bit more but the Chancellor pointed out that these were older tanks and that Germany was not paying to modernize them to A5 standards.
Czechoslovakia and the Ukraine were sharing that cost.
 
The Kaiser who had recovered from an illness addressed the nation and talked about the responsibility of Germany as a nation. He stated that ignoring problems that developed would only lead to conflict at a greater coast to the nation.Germany had an obligation to help its friends and steer the world away from another war.
 
The Kaiser's speech seemed to have an effect on the upcoming election. It appareled to have moved the voters to support the Conservatives..The Kaiser had not called for voters to vote Conservative but to remember that they had an obligation to the nation to support liberty and freedom.
